SOSP4032 A.2.7 The role of policy analysis and evaluation under adverse economic conditions 3 ECTS

Learning outcomes

Present basic principles guiding modern policy analysis and evaluation. Through real-life examples of such policy evaluations, examine some of the many considerations linked to the current structural and fiscal reforms implemented in different EU member states due to the euro-zone financial crisis.

Contents

In the first part of the course we give definitions of policy evaluation and accountability. We show why the notion of counterfactual is important in measuring policy impacts and discuss evaluation designs and data collection problems. We also describe in a non-technical way estimation methods and present how one can apply cost-benefit principles in evaluating a public policy or a program. We finally discuss the notion of Institutional Trust and how it is connected to economic recession and to evaluation. In the second part we demonstrate and analyse real life examples of policy evaluations.
