Learning outcomes

This course will apply the theory of environmental policy to contemporary environmental problems in Finland and the EU. These will include climate change, air and water pollution, fishery and forest resources, and genetically engineered crops.

We will begin with an overview of externalities, common-pool resources and public goods, and dynamic efficiency. We will then focus on various EU environmental policies, including the Emissions Trading System, Common Agricultural Policy, and Common Fisheries Policy. Students will work independently to research a specific EU environmental policy issue and the course will culminate with student research presentations.

Throughout, we will consider questions related to policy instrument design, market efficiency, the role of institutions and the distributional implications of environmental policies in practice. We will follow a seminar format, discussing readings from the environmental policy literature. Students will be assigned to present the discussion readings.

Use economic theory to cary out environmental policy analysis
